IT Pro Portal following DigiTimes has rumor that a new 7-inch Samsung tablet will cost between $149-$199. The tablet will be released in the first half of 2013. With MWC 2013 coming up, this rumor might come true.

A 40USD Cheap Good Tablet PC in India
Trust India to make real cheap tablet PC. Available now is a US$40 tablet PC, Ubislate 7Ci. Made by London based Datawind, it is aimed for India students. The average Indian makes $200 / month, so this is a affordable by Indian standard. The sales of Apple product in India is very small, only about 1 percent of all handset sales in India. It is fascinating that India wants to also enjoy tablets, despite their individual economy situation.
The specification for Ubislate 7Ci includes 800-by-480-pixel touchscreen, Android 4.0.3, a 1GHz Cortex A8 processor, and 512MB of RAM, 4GB internal storage, USB port, headphone jack, mic, front-facing camera, and Wi-Fi. Nothing fancy, however it is good enough for daily use.
The tablet itself is part of government program to equip every Indian student with a tablet. The cost of assembly is estimated at $37. So there is a margin of $3. However with 2.5 millions unit ordered, that $3 turns out to US$ 7.5 million profit. So, there is money to be made in cheap good tablet PC market.

Dreaming of $99 Google Nexus
Dreaming of getting good quality, reference tablet, Google Nexus for $99 ? Well, soon it will come to reality. Google is reported to be working with Quanta Computer to create a single processor tablet to launch by the end of the year. Google Nexus is by far a bestseller. This is likely Google answer to Apple iPad Mini, set to launch by the end of October.
Google might soon launch a cheaper Nexus tablet.
The company is currently working with Taiwan-based Quanta Computer to produce a $99 Nexus tablet boasting a single-core processor that will launch by the end of this year, Digitimes is reporting today, citing sources. According to the tech-news blog's sources, the tablet isn't being developed in partnership with Asus, the company that helped Google build its Nexus 7. The cheaper tablet is, at least right now, separate from the Nexus 7 lineup.
Digitimes reported on the possibility of a new Nexus tablet last month, saying that Google was prepping a version that would cost $99, as well as another that would retail for $199. At that time, the blog indicated that the device would be called the Nexus 7 and would be developed in partnership with Asus.
